Arthur was born in Sutton, the son of Arthur and Nellie Wignell, and the 1911 census records that the family were living in 8 Manor Place, High Street, Sutton.

Arthur Wignell, date of birth 27/9/1910, was admitted to Heathcote School in 1915. His father was Arthur Thomas and he lived in Wharf Road. His older twin sisters Margery and Winnie already attended, and his siblings Frances, Enid and Thomas joined the school later.

Arthur and Nellie Wignell are recorded as living at 1 Finchley Villas in Ash Hill Road in the 1939 and 1945 electoral registers. Ash Parish Council received a request to include his name on the Ash War Memorial letter from N Wignell of 1 Finchley Villas Ash Hill Road.
