Frederick was the son of Mr and Mrs William Lowdon.

He married Evelyn Coney in 1936. Electoral registers record Frederick and Evelyn Lowdon living at 8 Grove Cottages in Grove Road in 1937, Sherbourne in Vale Road in 1938, and 7 Council Houses Shawfield Road in 1939. Evelyn M Lowdon is recorded as living at 8 Grove Road in the May 1945 electoral register.

Their sons Brian Fk Wm and Michael Thomas Lowdon were admitted to school in the Victoria Hall on 22 March 1943. They had previously attended school in Wittering Sussex. Temporary removal on 20 August 1943 is noted.
